The Holt County Board of Supervisors met as a Board of Equalization with all members present except Scholz. Robert Bergman County Assessor, Connie Krotter County Treasurer and Cathy Pavel County Clerk were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.
Chairman Tielke convened the meeting at 9:01 A.M., with the flag salute.
Motion by Butterfield, 2nd by Hahlbeck, to approve the minutes of the June 30, 2010 meeting as printed. Voting Aye: Hahlbeck, Snyder, Butterfield, Sidak, Young and Tielke. Voting Nay: None. Absent: Scholz. Motion carried.
Motion by Young, 2nd by Sidak, to approve the tax list corrections #10-058 through #10-060 as submitted by the Assessor. Voting Aye: Snyder, Butterfield, Sidak, Young, Hahlbeck and Tielke. Voting Nay: None. Absent: Scholz. Motion carried.
Motion by Butterfield, 2nd by Hahlbeck, to approve the tax refund request submitted by Terry Frisch for $1207.16 in E ½ 5-29-14 due to excessive irrigated acres assessed. Voting Aye: Butterfield, Sidak, Young, Hahlbeck, Snyder and Tielke. Voting Nay: None. Absent: Scholz. Motion carried.
At 9:05 Chairman Tielke recessed as a Board of Equalization.
Chairman Tielke reconvened the Board of Equalization Meeting at 2:20 P.M. with all members present. County Assessor Robert Bergman and Cathy Pavel County Clerk were also in attendance.
The Board heard valuation protests from: Eugene Herron, Elaine Clemens, Tom Schaaf, Lloyd Hinn representing Nebraska Ranch Properties, Andrew Willis representing Country Clover Crown & Ted Olson, Jr. and James Widtfeldt.
Motion by Scholz, 2nd by Sidak, to adjourn at 4:06 P.M. Voting Aye: Sidak, Scholz, Young, Hahlbeck, Snyder, Butterfield and Tielke. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.
Chairman Scholz convened the meeting at 9:15 A.M. and informed the public of the location of the Open Meeting Poster.
Motion by Butterfield, 2nd by Snyder, to approve the minutes of the June 30, 2010 meeting as printed. Voting Aye: Hahlbeck, Snyder, Butterfield, Sidak, Tielke, Young and Scholz. Voting Nay: None. Motion carried.
Motion by Hahlbeck, 2nd by Tielke, to approve the request for a temporary liquor license permit for Angel’s Inc. on, August 21st & August 22nd, 2010 for their Rockfest Promotion. Voting Aye: Snyder, Butterfield, Sidak, Tielke, Young, Hahlbeck and Scholz. Voting Nay: None. Motion carried.
Motion by aTielke, 2nd by Hahlbeck, to approve the zoning application submitted by Ronald and Mildred Clark a tract of land in SE ¼ 1-29-12. Voting Aye: Butterfield, Sidak, Tielke, Young, Hahlbeck, Snyder and Scholz. Voting Nay: None. Motion carried.
Motion by Butterfield, 2nd by Sidak, to approve the zoning application submitted by John and Diane Gilg a tract of land in W ½ 11-28-14. Voting Aye: Sidak, Tielke, Young, Hahlbeck, Snyder, Butterfield and Scholz. Voting Nay: None. Motion carried.

LaDonna Werth UNL Extension Educator introduced Megan Lubke UNL Extension Assistant to the Board and presented the Extension Office preliminary budget request for 2010/2011.
Nicole Sedlacek presented the 2010/2011 Holt County Economic Development preliminary budget request to the Board.
Motion by Sidak, 2nd by Tielke, to approve the Transfer Authorization Form which gives the County Clerk authority to transfer funds from the General Fund to the Road Fund, said funds have no tax dollars levied therefore periodic transfers need to be made from the General Fund into these funds, between the dates of July 1, 2010 to June 30, 2011. Voting Aye: Tielke, Young, Hahlbeck, Snyder, Butterfield, Sidak and Scholz. Voting Nay: None. Motion carried.
Steve Anson, Anson Insurance and Tawnie Zimmer, Meritain Health presented the Employee Health Insurance quarterly update to the Board.
Kathy Luhr, Nebraska Culverts & Steel Inc., was present to introduce their company to the Board and express interest in participating in Holt County’s bidding process.

RESOLUTION #2010-13
OF THE
HOLT COUNTY BOARD OF SUPERVISORS
WHEREAS, the Holt County Board has received the report of the Holt County Highway Superintendent containing his recommendations as to the vacation or abandonment of the public road.
NOW THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND HOLT COUNTY BOARD OF SUPERVISORS, that:
A public hearing will be held to consider the vacation or abandonment of the following described public road: said road lies between Section 13-26-11 and Section 18-26-10, west of the 6th P.M., Holt County, Nebraska on the 16th day of August, 2010, at 11:00 A.M., in the Supervisors Meeting Room at the Holt County Courthouse, O’Neill, Nebraska. Notice shall be given as required by law.
The foregoing resolution was introduced by Supervisor Tielke, who moved its adoption. The motion was seconded by Supervisor Hahlbeck. Voting Aye: Young, Hahlbeck, Snyder, Butterfield, Sidak, Tielke and Scholz. Voting Nay: None. Motion carried.
Gary Connot Road Superintendent presented his Department Activity Report. Holt County will be receiving a replacement FEMA Representative for the Spring and Summer flood projects. Emergency repairs will begin on the bridge southwest of Ewing this week.
Recessed for lunch at 12:10 P.M.
Chairman Scholz reconvened the meeting at 1:07 P.M. with all members present.
Arnold Hall Veterans Service Officer presented his Quarterly Report and preliminary 2010/2011 budget request.
Preliminary budget requests for 2010/2011 were submitted for the Probation Office and Courthouse Custodian.
Keith Kennedy and Robyn Kennedy Prochnow were present to discuss drainage problems on their land with the Board. Ten other interested people were also present.
At 2:17 P.M. Chairman Scholz recessed as a Board of Supervisors.
Chairman Scholz reconvened the Board of Supervisors meeting at 4:08 P.M. with all members present.
The Finance Committee reported that the County Officials’ had remitted their monthly fees to the County Treasurer as required.
Motion by Sidak, 2nd by Hahlbeck, to allow the following claims. Voting Aye: Young, Hahlbeck, Snyder, Butterfield, Sidak, Tielke and Scholz. Voting Nay: None. Motion carried.
