The Holt County Board of Supervisors met as a Board of Equalization with all members present except Hahlbeck. County Assessor Tim Wallinger, County Treasurer Connie Krotter and County Clerk Cathy Pavel were also in attendance. This meeting published pursuant to Section 84-1411 R.R.S. 1943.
Chairman Scholz convened the meeting at 9:30 A.M. with the flag salute.
Motion by Young, 2nd by Metschke, to approve the minutes of the December, 30, 2011 meeting as printed.  Voting Aye: Young, Tielke, Snyder, Butterfield, Metschke and Scholz.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.

Motion by Butterfield, 2nd by Snyder, to approve the tax list corrections #12-001 through #12-003 as submitted by the Assessor.  Voting Aye: Tielke, Snyder, Butterfield, Metschke, Young and Scholz.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Hahlbeck.  This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.
Chairman Tielke convened the meeting at 9:46 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Young, 2nd by Metschke, to approve the minutes of the January 5, 2012 meeting as printed.  Voting Aye: Snyder, Butterfield, Metschke, Scholz, Young and Tielke.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.
Treasurer Report was presented and placed on file.
Arnold Hall Veterans Service Officer presented his Quarterly Department Activity Report.

Reviewed claims on file.
Steve Martin Nebraska Department of Agriculture presented information and materials to the Board on becoming a Livestock Friendly County.  Also present were Barry Kelly, Russ Barelmann and Dean Seger with Holt County Farm Bureau; Nicole Sedlacek and Shannon Olberding, Holt County Economic Development; Gene Kelly, Holt County Planning and Zoning; Jim Ramm, Nebraska Cattleman’s Association and Richard Schrunk, O’Neill Livestock Market were also present.  After the presentation Chairman Tielke asked those present if they could be available at 11:45 A.M. when Holt County Attorney Thomas Herzog would be present to further discuss the Livestock Friendly County issue.
Gary Connot Road Superintendent presented his Department Activity report.
Motion by Butterfield, 2nd by Snyder, to approve the Right of way permit for Nebraska Link for fiber optic cable in Section 28/29 & 32/33 –T29-R11.  Voting Aye: Butterfield, Metschke, Scholz, Young, Snyder and Tielke.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.
Motion by Butterfield, 2nd by Metschke, to hold the annual 1 & 6 Year Road Improvement Program Hearing on February 16, 2012 at 1:15 P.M. in the Holt County Board of Supervisors Meeting Room.  Voting Aye: Metschke, Scholz, Young, Snyder, Butterfield and Tielke.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.

RESOLUTION #2012-01

OF THE

HOLT COUNTY BOARD OF SUPERVISORS

            WHEREAS: the Nebraska Department of Roads (NDOR) is developing a transportation project, on the behalf of the county, for which it intends to obtain Federal funds;

            WHEREAS: Holt County as a sub-recipient of Federal-Aid funding is charged with the responsibility of expending said funds in accordance with Federal, State and local laws, rules, regulations, policies and guidelines applicable to the funding of the Federal-aid project;

            WHEREAS:  Holt County and the NDOR wish to enter into an Engineering Services Agreement to provide fracture critical bridge inspection and re-load rating (if necessary) services for the Federal-aid project.

            BE IT RESOLVED: by the Board of Supervisors of Holt County that:

William J. Tielke, Chairperson of the Board is hereby authorized to sign the attached Engineering Services Agreement between Holt County and the NDOR.

Motion by Metschke, 2nd by Butterfield, to accept the low state bid from Andersen Ford for $21,491.00 on a 2012 Ford F250 XL.  Voting Aye: Young, Snyder, Butterfield, Metschke, Scholz and Tielke.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.

Motion by Scholz, 2nd by Young, to approve the NEPA Service Agreements on Project No.’s: ER-2260(2) Ewing Southwest; ER-2270(2) Inman Northeast; ER-2115(5) Naper South; ER-2105(3) Emmet South; ER-2115(4) Stuart Northeast and to authorize Gary Connot to sign the agreements.  Voting Aye: Snyder, Butterfield, Metschke, Scholz, Young and Tielke.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.

Thomas Herzog County Attorney was present to discuss with the Board the proposal to become a Livestock Friendly County and the extra responsibilities to the County for this promotional program.

Chairman Tielke reconvened the meeting at 1:08 p.m. with all members present except Hahlbeck.
Kevin Shelhamer with Boyd/Holt E911 was present to discuss insurance on the Communications tower in Atkinson.
Bob Berg and Ron Grenz with Biglin’s Funeral Home and Leo Seger with Seger’s Funeral Home were present to discuss county burial costs with the Board.  The last increase to cover the cost of county burials was in 2002.
Motion by Butterfield, 2nd by Metschke, to increase the county burial fee to $3,000.00 and $1.50 per mile one way with a $75.00 annual increase to the burial fee, if there is a CPI increase.  Voting Aye: Butterfield, Metschke, Scholz, Young, Snyder and Tielke.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.

The Finance Committee reported that the County Officials’ had remitted their monthly fees to the County Treasurer as required.

Motion by Young, 2nd by Metschke, to increase the annual salary for the Asphalt Construction Foreman from $36,600.00 to $37,350.00.  Voting Aye: Metschke, Scholz, Young, Butterfield and Tielke.  Voting Nay: Snyder.  Absent: Hahlbeck.  Motion carried.

Motion by Scholz, 2nd by Snyder, to approve the final Audit Report for fiscal year 2010/2011 prepared by Michael Pommer, CPA.  Voting Aye: Scholz, Young, Snyder, Butterfield, Metschke and Tielke.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.

OF THE

HOLT COUNTY BOARD OF SUPERVISORS

            WHEREAS, the following banks have made application for the privilege of being designated as depositories of the monies of Holt County:

                                Pinnacle Bank                                                      O’Neill   

                                The Tri-County Bank                                         Stuart

                                Chambers State Bank                                        Chambers

                                Great Western Bank                                           O’Neill

                                BankFirst                                                              O’Neill

            WHEREAS, all of the above banks will deposit, pledge or grant a security interest in their assets or provide a deposit guaranty bond for the security and payment for all of Holt County’s deposits and accretions as required by law.

            WHEREAS, said securities will be deposited in escrow as provided by law for the safety of any and all public monies deposited and invested in said banks by Holt County’s duly elected and acting County Treasurer.

            WHEREAS, these banks have agreed to abide by all provisions of the law with respect to the deposit and investment of public monies.

            THEREFORE, BE IT RESOLVED, that the above banks be designated and named the depositories of the public monies and that the Treasurer of Holt County, Nebraska, be, and hereby is authorized and empowered to deposit and invest the public monies now in hand or hereinafter to be acquired as such Treasurer, in the above banks in the manner and within the limits provided and prescribed by law.

            The foregoing resolution was introduced by Supervisor Butterfield, who moved its adoption. Supervisor Scholz seconded the motion.  Voting Aye: Young, Snyder, Butterfield, Metschke, Scholz and Tielke.  Voting Nay: None.  Absent: Hahlbeck.  Motion carried.
